In a move to meet these targets, heighten low-carbon awareness and lifestyles, Tainan city formulates 10 projects under a multi-prong strategy, which includes: sustainable low carbon communities, sustainable building practices, green energy solutions, low carbon cultural tourism, eco-city, a low carbon lifestyle, material recycling, green remediation, low carbon awareness education, and reinforcing the city's image as a green community. Over the last five years, Tainan has invested more than NT$4.8 billion in its carbon reduction projects. 2.67 million metric tons of CO2e has since been reduced, with non-industrial emissions accounting for 300,000 metric tons of the reduction. We have reached the scheduled reduction goal, showing that our low-carbon strategy is effective.

Low-Carbon Communities Promote and plan the Land Consolidation (taking an existing community as demonstration). Establish new green community systems and modify the old existing communities. Green Energy Increase the green energy utilization rate by the following strategies: solar power utilization in electricity, heating, and electricity generation by water, wind power -and others. Low-Carbon Cultural Tour Promote concepts of low-carbon touring, purchasing, and dinning. Low-Carbon Life Style Promote 8 measures to reach low carbon life style: depleting the energy consuming lights, implementing 3Rs activities, increasing efficiency of water usage, reducing ghost money firing, eating low-carbon meal, establishing green marketplace, promoting nature life concepts, and recycling waste. Material Recycling Promotion of Green Purchase for schools; reutilization from recycled waste; reutilization of construction wastes; reutilization of giant wastes ; reutilization of recycled water; reutilization of agricultural wastes; electricity generation from husbandry and cultivation. Education & Images Implement the first “Tainan Self-Government Ordinance of Low-Carbon City” law in Taiwan to establish the dreams and related behaviors. Ecological Function City Plan multi-living functions, including wetland protection, recovery, tree planting, townscape renaissance, waterfront renovation, and establishment of lakes in Tainan. Low-Carbon Transportation Deplete two stock vehicles; promote the direct shuttle system, bicycle-road-ride web system, and electrical vehicle allowance; adopt the LPG-fueled vehicle, and modify the traffic light management system. Low-Carbon & Energy-Saving Buildings Promote a concept of Low-Carbon and Energy-Saving Building, or named Green Building. Tainan City Government is going to design a new principle for urban design, demonstrating the establishment of Energy-Saving Building and old building renewal. Low-Carbon Campus Two purposes are designed for low-carbon campus, including environmental & ecology protection and low-carbon building, to create a low-carbon, energy-saving, comfortable and healthy campus. On the other hand, implement the low-carbon action education in campus to reach the same target.
